This will be an in-person special membership meeting.
At the meeting, members will be asked to direct our PTSA delegate to vote:
SUPPORT or OPPOSE the Round Rock ISD Council of PTAs' motion to support the 2026–2027 VATRE referendum.
All eligible members are encouraged to attend, review the information, and participate in the discussion and vote.
Because this is a special membership meeting, the meeting is limited to the business stated in the meeting notice and agenda. No other business may be introduced or considered at this meeting.
Members will have the opportunity to ask questions, discuss the VATRE, and participate in the vote regarding the specific motion stated above.
The Round Rock ISD Council of PTAs has provided official 30-day notice of a motion regarding the 2026–2027 Voter Approved Tax Rate Election (VATRE) for Round Rock ISD.
At its regular executive board meeting on August 13, 2026, the Round Rock ISD Council of PTAs approved pursuing support for the VATRE through its delegates.
The Council's official motion is:
"Round Rock ISD Council of PTAs moves to support the 2026–2027 VATRE referendum for Round Rock ISD in its entirety."
Each local PTA/PTSA in good standing is being asked to hold an in-person membership meeting so its members can direct their local delegate on how to vote on this motion at the Council's September 23, 2026 Delegate Meeting.
Our PTSA's executive board does not make this decision. Our membership will provide the direction to our delegate.
VATRE stands for Voter Approved Tax Rate Election.
A school district may seek voter approval to increase its maintenance and operations (M&O) tax rate. The additional M&O revenue can be used to fund the district's operating expenses.
For 2026–2027, Round Rock ISD has proposed the following tax rate, which will be presented to voters as Proposition A.
THIS IS A TAX INCREASE
Ratifying the ad valorem tax rate of $0.9484 per $100 valuation in Round Rock Independent School District for the current year, a rate that will result in an increase of 3.09 percent in maintenance and operations tax revenue for the District for the current year as compared to the preceding year, which is an additional $12,313,099.
The official ballot language is provided by Round Rock ISD. Members should review the district's information and materials when considering the issue.
Our membership is NOT voting directly on Proposition A at this meeting.
Instead, our membership will vote to direct our PTSA's delegate on how to vote at the September 23rd Council of PTAs Delegate Meeting.
The question before our membership will be:
Should the Round Rock High School PTSA direct its delegate to vote in support of the Round Rock ISD Council of PTAs motion to support the 2026–2027 VATRE referendum for Round Rock ISD in its entirety?
Members will have two choices:
The result of our membership vote will determine how our delegate votes at the September 23rd Council meeting.
The Round Rock ISD Council of PTAs will hold its Delegate Meeting on September 23, 2026.
Each local PTA in good standing with the Council receives one vote.
Our PTSA's delegate will cast that vote according to the direction given by our membership.
According to the Council's official notice:
Each local PTA in good standing receives one vote.
A PTA must have paid its Council dues to be considered in good standing.
The local PTA's delegate votes according to the direction given by the membership.
If a PTA does not hold a membership vote, it must abstain.
PTAs that are not present at the September 23rd Delegate Meeting are considered a "no" vote.
Two-thirds of the local PTAs in good standing must vote in favor for the Council motion to pass.
The Council of PTAs has provided guidance regarding what local PTAs may do after the Council adopts its final position.
If the Council's final vote is in support of the VATRE, local PTAs may demonstrate support through their usual communication channels.
If the Council's final vote is against the VATRE, local PTAs may communicate opposition consistent with the Council's position.
For example:
If our PTSA membership directs our delegate to support the VATRE, but the Council ultimately votes against the VATRE, our delegate will still vote according to the direction given by our membership. However, after the Council adopts its final position, our PTSA may not publicly advocate in support of the VATRE if that would put us in opposition to the Council's position.
The Council states that this follows Texas PTA's approach to local PTA advocacy when a Council has taken an official position.
If the Council does not take a position on the VATRE, an individual local PTA may take its own position. In that situation, the local PTA's position must be approved by its membership with proper notice of the vote, and the PTA should identify the position as the position of the local PTA, rather than the Council.
Round Rock ISD and the Council of PTAs are providing information sessions and other materials to help PTA members understand the proposal.

Round Rock ISD has provided information about the proposed VATRE, including information about the proposed tax rate, projected revenue and how the district plans to use the additional revenue.

The ballot proposition identifies a tax rate of $0.9484 per $100 of valuation
The ballot language states that this rate would result in a 3.09% increase in maintenance and operations tax revenue, or an additional $12,313,099, compared with the preceding year.
Important: A property's actual tax bill depends on factors including taxable value and applicable exemptions. The $0.9484 rate should not be interpreted as meaning every property owner's tax bill will increase by the same percentage or dollar amount.
For specific questions about your property tax bill, please consult the appropriate taxing authority or tax appraisal information.
There are two separate votes involved in this process.
Our members will vote to tell our delegate how to vote at the September 23 Council of PTAs Delegate Meeting.
Our members are not voting on Proposition A at this meeting.
Round Rock ISD's VATRE will ultimately be presented to voters as Proposition A in the November 3, 2026 election.
The Council of PTAs' September vote determines the Council's organizational position. It does not determine the outcome of the November election.
